Quite often people just wrap their rack with tape (self-amalgamating plumbers' tape works well) or zip-tie inner tube around it. It saves on worrying about losing inserts in the future and is cheap too.

I considered that but I have a larger pair that already have these inserts and I want the option to swap between the two sizes depending on how much I need to carry. Adding the padding on the bar would make them too large for my other set.

I've,found Lyon (UK distros) super helpful when it comes to Ortlieb spares, just drop them a note and they'll sort you out (probably)

Just buy some nylon tube, split length wise to fit.

As I mentioned above I'd prefer not to reduce the width of the rack as I have other panniers I use that fit it.

If split length wise just remove when not needed? That will fulfil your requirement not to change the size of the rack permanently.
Like so, the red foam can be removed as it has a longitudinal split.

Thanks for this recommendation, I heard back from Lyon today and they are going to send out a pair of inserts free of charge.

Morning all!
I got a bargain pair of Ortlieb panniers off FB marketplace recently but unfortunately, they didn't include the hook reducer inserts with them.
The default width is 16mm so they rattle around horrendously on my rear rack which has 10mm tubing.
Does anyone have any 10mm inserts lying around in a drawer I could buy?
