If you have an older 1A then take the clamp bolt out and cut about 3mm off the nut side and it should help to close the clamp to grip the 26mm bars better. I wouldn't do it with a 25.4mm bar though as 1.6mm is a bit too much
No denying this would work, but shimming is a safer approach than cutting down the bolt to allow the clamp to be overtightened tbh.
