@PhilDAS With a horizontal top tube, wouldn't it make sense that I need the same seat tube length I have on other horizontal top tube bikes - the top of the headtube would be in the same place wouldn't it?
The top tube is fine, just don't want a tower of spacers.
@Glws Weirdly it is an optimo one - seat tube is 56cm to the top of the tube, obviously less to the centre of it.

Only in height, it could be any length.
I'm sure it's fine for a general rule of thumb. It's just handy knowing your ideal measurements in other dimensions.
Is the headtube too low and the top tube too short?
Seat tube length is really not a good indicator of frame size. You could make exactly the same size frame with a 50cm seat tube or a 60cm one, the position wouldn't necessarily change
