I really feel the edge of the top on the c17 in the back of my leg though which I don't think I ever have on a b17 as it's top curves down a lot more.
As for cutouts, I have both solid and 'carved' c15s and c17s I don't think I notice any difference in the feel of the saddle where the cutout is, I just notice the carved ones have a bit more sag/bounce.

I think the 15 and 17 correspond, generally the lower the number the narrower the saddle.
