Brexit could have been completed in a way to avoid most of that.
Sound similar to Canada (their system is as long the person does not exceed $xxx amount a year in health care they can move to Canada)
I had a look her problem may be that she can stay but not receive certain benefits due to lack of PR.
Which is no good either.
You are Canada asks dis/differently abled to prove that won't use more health care than a certain amount which is very hard to do unfortunately...
