Just checked the British triathlon rule book and for fixed gear bikes you have to apply for permission from the British triathlon technical committee at least 30 days prior to the event and provide proof to the event organisers if your permission is granted. You need a front and rear brake otherwise the marshall will deem it unroadworthy. Most events are British Triathlon sanctioned so these rules will apply.
