Iirc (think I read it on here somewhere) it's to do with legal standards for max clearances for bike tyres in frames and forks needing something like 4 or 5mm all around, so you can always fit slightly larger tyres than what a manufacturer claims.
Don't think it's anything to do with them trying to keep their gravel sales going

This is the seat tube, chain stabs measure 32mm at the bridge 42mm near the tyre. Do you think PX are playing safe saying 30mm or maybe don’t want to take sales from their gravel bikes
