My dog has had this exact issue - separated from litter, then rescued, then in an accident and kept inside for a long time, has meant he's bloody terrible at reading other dogs' signs - "growling at me is it? must want to play!".
Going out with the dog walker a fair bit has really improved things for him though. Here he is looking goofy/noble:

That's so sad, amazing work by your friend for reducing them! Potato is a great name as well, maybe Parsnip or some other root vegetable based name would suit the boy pup?
Crumpet was found when she was absolutely tiny as well and she's turned out alright for the most part. The only issue we've noticed, which our walker attributes to possibly being separated from her mother very young, is quite a poor ability to read other dogs' body language. Particularly when they're either nervous or unfriendly towards her. We think it could be down to not being taught those cues by her mother when she was tiny. I don't know if it'd be an option to get them introduced to a friendly older dog whilst they're still young or not but it might help avoid those sorts of problems. Massive disclaimer though, I have absolutely no idea what I'm talking about.
