The changing of engines on PSV/HGV were to get the last bit of commercial life out of them.
Now this is just chat but the point is to reduce the NOx and particulates which are particularly diesel engines, hence buses. So we have all behind a TFL bus, even now, belching out clouds of black smoke. Due to the nature of how buses run, it is very difficult to keep emissions low, so perfect for hybrid diesel/electric. Wonder why there aren't more hydrogen buses.

All London buses are now Euro VI, so anything belching black smoke is broken. There's a plan to make them all electric and many of them already are.
Hydrogen is a silly technology.
There's a scrappage scheme for charities and people on low incomes, but not more generally.
The goal of the scheme is to reduce overall emissions in the zone. Retrofitting old engines to just about pass doesn't necessarily help that goal. Last time I looked at the numbers a big part of the modelled improvement in air quality was from an expected reduction in people driving full stop.
