Political precedent. IIRC it has happened before, but only when the parlamentarían was being useless/obstructionist. There are certain lines that change the game once they’re crossed, this is a small example of one.

Really struggling to get my head around this idea that it is acceptable for any government to abandon their own laws and guidelines to push something through.
