derailleur may not have enough tension to stop the chain from skipping on the 11/10t cog

I see a lot of pictures of sagging chains lately, might be due to this

I think it's more due to people replacing chains and chucking the full length in. I get a lot of those, people with front derailleurs that rarely use the small ring anyways
