What's the purpose of the galvanised nut since the other is a nylock?

Double security, locking two nuts together gives more locking force than a nyloc alone .

Or maybe just to make up the space.

I thought the latter. A couple of stainless washers would be a better choice. When it rusts it'll make the whole thing look messy.
