Looking at street view it seems that used to be a bus and bike lane contraflow that was still used by a lot of private vehicles and the change to a two-way bike only lane has not sunk in yet or is just being ignored.

This is the entrance to the street as it was before the bike lane, the video ends just before the rider gets there. Taxis were allowed, the car in the 2nd screen shot is one.

this is in Paris. Due to covid-19, people are encouraged to avoid public transport. One of the way to do that was to create a lot of temporary (yellow lines are temporary in France) bike lanes, that are not well designed. Add to that a little war going on between cars and bicycles and you have this situation. What surprise me more is the actual bus in the lane. Bus company in Paris is usually very aware of those kind of temporary traffic disturbance, and I would guess that it is maybe happening on the very first day of this bike lane.

Comments say that the bike lane was two days old when the video was taken but also that the road configuration had been changed several times since Covid started. The change to single lane in each direction was made worse by parked cars, leading to cars going in to oncoming taffic and the oncoming traffic then going in to the bike lane. Sounds like a complete shitshow and horrible to cycle down.

If you are heading in the direction of that rider there shouldn't be any oncoming traffic so I don't get the point about parked cars. Paris has done a lot better than London at providing segregated bike lanes in the last year, though Hidalgo has a lot more power to make that happen than Khan does.
