Skully; there's not that many art deco places that show up in the first few results of a Google search for London Art Deco; the Balham building is one of them. More up your street, perhaps, is that Arthur Smith lives there.

Oh no I think is definitely a myth, funny I didn't notice the missed swastika shape of the building.
Anyways I chose the Nazi legend for the clue but there's also interesting (true) story about being the residence of many artists in the '30s and '40 when there was a social club on top floor.
And yeah Arthur Smith lives there.
