Got to know it a bit in the mid to late 90s. Felt like things were on the up a bit.
That said, my brother managed to buy a four bed terraced house there for less than £20k just before that so the starting position must have been quite low.

I grew up in Hull too, mainly the 70's. What a depressing place it was.
Left to go to uni. Thought I'd go back. Never did.
