Previously it used to be enjoyable to go to open studios or to degree shows and find things there. Obviously if you know the artist you want then there's their own websites or galleries. There's online degree shows too.
A lot of artists are organised around studio groups - Conditions in Croydon, Gasworks in Vauxhall, Cubitt in Islington to name a few. Browse their websites and you'll find something.
Public spaces, away from the larger Tates etc, such as Camden Arts Centre, Chisenhale, Nottingham Contemporary etc are worth looking at too. Not to buy from obviously but somewhere to find things out. For my money European institutions, such as the German (eg Koln, Bonn) and Swiss (eg Bern) Kunsthalles have consistently, and continue to, do more interesing things.
For cheaper things then http://www.alliededitions.org/ would be a good place to start, benefiting the institutions that support artists too.
This past year the online Art Fairs / viewing rooms have been a big thing, and even the Art Basel one advertises prices so can be an easy non intimidating way to find work. The next Basel is in March https://www.artbasel.com/ovr
I really also think it's worth looking at dealer galleries. Find a couple you like and send them an honest email with your budget and you never know what's in the inventories. In London look at Maureen Paley, Carlos/Ishikawa, Emalin, Soft Opening, Arcadia Missa, greengrassi and Cabinet.
Don't buy anything from anywhere that purports to be 'Affordable' or 'Changing the way people buy art'
