As @velosaurus said really. If you're riding non-technical terrain for hours on end, the ability to swap hand positions and get out of the wind a little trumps the superior ( imo ) handling* of a flat or riser bar
*I realise some people can ride technical stuff on drops, but they tend to be highly skilled and better yet when riding flats/risers
