I really want one.
Someone on a forum somewhere made their own while their extension was being built. Not that expensive, but more than you'd expect to diy.
Also (not) interestingly they are technically staircases and don't need planning.

Get auger. Make hole in garden.
Piece of drainage pipe, cut in half lengthwise, fit little shelves along its length to stand the bottles on, stick a handle on the end, job done.

There are rich people outside the south east too. For example saw this looking at a builder's website gallery this morning- bet even the golf club thread would be impressed
