The screws are marketed to institutions like hospitals and prisons so apparently only poor quality vandals there.

So what is your choice of anti vandal screw?

Some sort of 1 way screw. They can still be removed but it is slow and/or noisy.

You would probably damage the plate doing during maintenance but those tend not to be that expensive.

I'm not aware of anyone making M3.5 machine screws with a one way head though.
