Wanted - 54cm (ish) Road Bike (Rim)

Looking for the above on behalf of a friend. Intention is to race the bike (or would consider a frame + fork), so emphasis on lightweight.

Budget? I've still got my old race bike 54cm. Its a 2012 guerciotti scuro rs it has a integrated seatpost but its proper racey very light and stiff with full ultegra, racing zeros and will be very cheap. £600 full bike ?
