Bit late to reply to this but another vote for the M1 - recently got one for work (which includes a good deal of video editing and AE) and it runs really really well.
Coming from an HP Z840 which is meant to be a beast I actually find myself enjoying working on this far more, though the export times are a bit slower the whole timeline work and playback feels much smoother, which is saying a lot, especially since Premiere and AE aren't actually full M1 yet.
An external display is obviously needed though as screen space would be infuriatingly small for editing on its own.

Ive read on here the new M1 MacBooks are great so should she be getting the £1700 M1 with 16gb or the gen 10 quad core 2ghz i5 with 16gb
Im thinking the M1 might be better but ive not full read into this yet so hoping someones got a better answer from actually using them
