At some time, probably yes.
The problem with the regs is that they're ever changing. Stuff that was done even 2 years ago might not be fully compliant with the newer regs, but that doesn't mean that everything that isn't compliant with the current regs isn't safe or automatically needs to be condemned.
Also, wouldn't everything up to the electricity meter belong to the power company (Npower)?
From my untrained eye the consumer unit looks about 10-15? years old and the cables where the cooker used to be look vaguely modern. But the various sockets and stuff would probably mean it was only a partial rewire last time and it'd be safer/easier to get the whole lot redone.
