Theoretically supertuck should reduce the drag force and increase terminal velocity, which would have a significant advantage for a tall rider; less so for a small rider. Puppy paws is an advantage if you can produce the same power draped as you can in the drops, which not everyone can due to the impingement of the hip and, to some extent, diaphragm.
I wouldn’t be surprised if dropper posts came into the peloton following this ruling.
