If it makes you feel any better this type of thing doesn’t only happen with small business’..... I had a similar situation when a customer sent me a brand new ‘ready to paint’ frame from a niche high end Italian brand. Bare in mind the customer had paid £4500 for this frame...

I'd be terrified to ride that, and livid. Wonky ass seatstay? Tyre rub on the bb shell? Badly ground down internal cable guide? Shite finish? More holes than a colander?

I had it set up with a 90mm stem. This in my opinion makes it too small. I think I have disproportionally long limbs. It has 520mm seatube and I could easily run a 250mm dropper on it (if such a thing existed).
I'm not replacing it as such, more downsizing to two bikes. But I do have this in the post:

So with a 130mm sagged fork, plus your proposed 50mm stem and 60mm(?) bars, you'll end up with something like this

You got the seat tube angle wrong. The sagged TT will be just 12mm longer than on the Sir9 I have in classifieds.
