Means testing is a burden on the state and the poor. In most cases it costs more money than it saves (millionaires are a small percentage of the population but the bureaucracy of means testing applies universally) and means it takes longer and is more complicated for the poor to get access.
UBI has no means testing for several very good reasons.

€2000 checks were explicitly discussed at key points in the election campaign. They were a mainstay of the messaging for the Georgia runoff campaigns. If they had meant Actually $1400 Checks it would have been smart politics to make that clear.

Joe Mancin, Democrat Senator in a Trump state wanted the means testing.
The pre-election promise of $2000 cheques is being honoured with the additional

Yes. Pre election 2k was promised, post election GOP delivered .6k. Dems tried to raise it to 2k at the end of the year. Gop voted that down. Biden has now made up the diff.

I don't get this. The dems said they were pushing for $2000, that had been blocked by the GOP but the dems are still pushing for $2,000. Am I misunderstanding this?

I dunno, they're different governments. If we had a labour leader get in (ha!) who had campaigned on giving everyone a £2k check for lockdown when we'd had a £600 one 6 months previous from the cons, I'd expect a £2k check.

I'd be cautious about them changing their mind on the second one after sending the first. But also that isn't the case here and "they" are two different entities.
