The right call I think.
If it makes you feel any better this type of thing doesn’t only happen with small business’..... I had a similar situation when a customer sent me a brand new ‘ready to paint’ frame from a niche high end Italian brand. Bare in mind the customer had paid £4500 for this frame...

Send it back and get a refund Neil. That finish is terrible. There is absolutely no reason other than laziness for why the finish is that bad.
