More a culture change, I'd say. The thing that most changed British policing in my lifetime was the Lawrence report, and the willingness of some members of the force to accept its findings. I appreciate that the position in the US is very different, and I have no personal experience of US law enforcement, but while I reject the 'few bad apples' argument, I'm open to the suggestion that there might be a few good ones.
