I think it's very clear that if offered the option to control borders, laws and money Hurricane-run would say "no, no I don't want that".

Your link is to a qualitative survey of health care provision. My view is that life expectancy provides a definite measure of long term health trends that is easily measured in a quantitative sense (which allows for accurate comparison).
