Yes exactly. The cylinder acts as a nut holding the strut in place. The cylinder is bolted onto the mudguard from the inside and the length of the bolt is just long enough that it clamps the strut and applies enough tension to the mudguard. The leather helps here because it compresses and everything ends up rattle free but looks clean.
