Just to understand what you are saying, you plan to use an ahead stem on a threaded fork?
Your goal is to build a cheap bike. Making bad decisions from the start usually makes the project more expensive in the long run.
Have you put a wanted post for 1 inch fork and seen what people have to offer?
Tifosi is a cheap option for 1 inch carbon fork. I can't give a review of them but they should be easy to find for you if cheap carbon is what you want.
