I think it is hard for a delivery company to bill you after delivery as they don't have a contract with you. That's why they usually bill before they hand over the parcel.

After delivery, DHL invoices the recipient for the duties and taxes paid on their behalf at destination, plus a small administration fee.

But the recipient has no contract with DHL. I could send an unsolicited package to you from abroad and you would be stuck with a bill which seems very unfair. If you are invoiced before delivery you get to refuse the parcel of poo.
