EU domains are dealt with by the EU, so I'd assume co.uk is dealt with by the UK gov?
The leave.eu thing would be possible fine...except the guy they transferred the domain to claims he has no idea about it. So either he's lying or they have just dumped it on him with no consent and need to find a willing domain holder in the EU.
