I've pulled out the cords on every pair of pants I've ever bought that had 'em, I think it's mostly fashion. They're definitely not safe for cycling as is, and look like they taper enough to keep the weather out anyway.

They're actually not for cycling in, more for hiking, I feel like there must be a reason for it but it's so baffling.

ATM I'm tying them in a nice bow.

It’s so you can blouse your trousers and not get them wet if you are storming the Capitol building etc.
Thought this was common knowledge bring back National Service I say
