Tacx Neo is also very quiet - I think the side to side movement helps reduce noise further as legs aren't absorbing as much movement. Older Wahoo Kickrs aren't that quiet - I think you need 3rd Gen onwards.
Do you get on with downstairs neighbours? Discussing acceptable times to do it is probably useful - I think even the quietest trainers will generate some noise through the ceiling.

For apartment living, what are the best recommendations to avoid angry neighbours? I've read the Wahoo Kickr Core and Tacks FLUX S Smart, (budget wheel-off), are both quiet. Any opinions?
