@jellybaby - they are not just parking up, they are waiting to be processed. It is like being charged to queue at passport control.

Passport control at airports have queuing areas paid for by the airport users. Why shouldn't truck drivers pay for where they queue? Perhaps it should be a flat rate facility charge rather than per hour but I still think it should be paid for by the truck drivers using it.
