Using an oppo phone. Same issue on Chrome or using apps.
If I have cloud print enabled I get directed to this page https://support.google.com/android/answer/10177839?p=cloudprint&visit_id=637461612161395798-1341597106&rd=1
If I disable it I get this

Doesn't it still let you print to PDF? Are you using Chrome and on what device?
