Most people aren't sat on 35-45kph unless they're in a group.
It's less frustrating to hold onto a shallow rim in windy conditions which is also more fun.
Wheel aerodynamics aren't very cost effective unless all the other stuff is already optimised.
So definitely choose rim depth based on the most convenient valve length.
Exactly what I carry. Definitely don't choose rim depth based in inner tube valve length!
And forget about what the comparative time difference is between a shallow and a deep section on an all out effort, if you are riding 35kmh-45kmh kind of speeds (which is not unreasonable) then it's easier to hold your speed with a deeper rim and that's going to be more fun.
If you're cruising about at lower speeds, then yeah, get some kinlins.
