Yeah I'm with you - I was more focussed on his terrible attempt at explaining why he picked them up.

It's from early 2020, but it seems to match. Someone in the comments suggests that: 'No Officer's carry is that disorganized.' Well, yeah, not before it's been rifled through by looters.

There’s a box of Nitrile gloves in that duffle bag: seems more likely that a police officer would carry PPE than a terrorist
