I'm always a bit sceptical of the value of locks beyond a certain point. It's somewhat analogous to the helmet debate in that having a (better) lock isn't among the top things you would do to minimise risk, although in this case it's something you can actually control. Again it's better infrastructure I suppose, plus whatever you would do to make people not want to steal bikes. They also don't stop anyone stealing your saddle/safety pizza/low stack top cap.
