A Democratic controlled Senate has to repel the inbuilt Republican bias of two seats per state.
Priority No. 1, Statehood for Washington DC, (guaranteeing a further 2 Democratic seats).

And Puerto Rico. And reverse some of the gerrymandering.

Lots of horse-trading to be done and promises of investment in the regions covered by more right-wing Dems.

Gerrymandering and voter suppression. To my mind, they should be suspending the Senators from states that have rejected representative democracy until they sort out their shit. And then make Senate seat allocation proportionate to population. But I'd cause a civil war within a month.
