By Richmond-upon-Thames, they mean London Borough of Richmond upon Thames (and not just the neighbourhood) I assume, but looks like it doesn't include Kingston. (edited)

We're also not on the list in Kingston, but Richmond are, yet we have higher infection rate right now, but Richmond's is increasing more rapidly. As Sutton and Wandsworth are also on the list, we're almost surrounded....puzzle me baffled.
