Not quite. It uses a lace up system with a little tog to secure everything in place. Obviously takes a bit longer to install or remove but the biggest advantage I’ve found is that if you stuff the bag real full (with clothing or food, for example), you can simply slacken the lace a little allowing the bag to expand and everything to sit nice. It’s also very secure (the little top tube bag is held in place by the same lace and a small Velcro loop around the stem).
