I thought he was saying don't hold back the second doses but use them all for first doses while the other batches are being made, then use those for second doses?

I’m not sure he was, but if he was, I think that potentially jeopardises getting the second dose within the timeframe for the level of effectiveness demonstrated by the trials. At least while supplies are limited

It's a gamble.
Either: we can definitely vaccinate a number of people, or we can gamble on vaccinating twice that number if we can get more vaccine made, supplied, distributed and administered at just the right time. If anything goes wrong, the twice number vaccine is ineffective/less effective. I can understand sticking with the option in hand.
