I thought I did too, but successfully set a tyre up tubeless last night with just a track pump. Used an inner tube to seat the tyre initially, then took the tube out from one side keeping the other seated. Pumped up v easily without the tube after that, with just a little massaging to seat it properly.

There is a good trick I found, where you use a tire lever to seat half the tyre by an enduro rider on YouTube . If you can find that it does work, but is a fairly labour intensive way and messy if you have sealant in already.
