Clearly if you're in Tier 4 you can't pass through lower Tier areas, but what about dipping into other Tier 4 areas during a ride? For the sake of argument, a ride out from Greenwich to Chartwell (Kent, Tier 4) and back? Is that kosher or would one have to stay within the London boroughs?

You could ride past all the parked up lorries in Kent if you go soon.
Sussex isn't tier 4 yet, but if you headed out via west London you could get to Portsmouth
-
• #2504
It’s tier 2 between London and Portsmouth though is it not?
-
• #2505
Yes, sorry, it is. Forget Portsmouth for now.
I reckon Sussex will go T4 soon though

Doesn’t specify I believe. Just says
outdoor recreation or exercise. This should be done locally wherever possible, but you can travel a short distance within your Tier 4 area to do so if necessary (for example, to access an open space)

From my understanding ‘your tier 4 area’ is where you need to stay. So if you’re in London, that covers the London Boroughs but you can’t go elsewhere. If you’re in Kent you have to stay in Kent and can’t go across to a different tier 4 area and so on

Unless you need to test your eyes before undertaking a longer bike ride

Is this written down anywhere official?
(Also, the rules continue to make a concrete distinction between travelling to somewhere and passing through it during exercise, so arguably riding outside Tier 4 is allowed as long as you don't stop)

I've not seen any guidance articulated in this manner. Gov website says " Travelling within a Tier 4 area - outdoor recreation or exercise. This should be done locally wherever possible, but you can travel a short distance within your Tier 4 area to do so if necessary (for example, to access an open space)".

I think whoever drafts the guidance has no idea that there are people whose exercise involves covering significant distance, or who live close to a boundary with a different tier. Luddlet #1 and I were out the other day for a 45 mile ride that kept crossing a tier 4/ tier 2 boundary. We live close to that boundary and even a routine local shopping trip would take us over the line.

I would very much like to travel too a different tier 4 area (Kent) to ride my mountain bike, but I didn’t think that was allowed.
-
• #2514
Yeah they don’t define area very well, if two same tiered areas border.
This is the exercise statement under T4

Not that I'm encouraging law breaking, but who is going to check up on you? Especially if you are off road. I very much doubt there will be police officers roaming the bridleways of Kent, checking the credentials of those using them.
Failing that, find bridleways within the boundaries of Bromley.

Again, if you're asking you probably shouldn't. I'd think a journey to Kent in a car to ride a bike is probably not ideal.
I'd ride the bridleways of Bromley.I think I'm setting a limit (personal) of not going over cudhams / the M25.

It is a tricky one... lots of grey area I guess... like someone said, I don’t suppose it occurs to the rule makers that cyclists can travel hundreds of miles in the name of exercise. I guess over Christmas, with the added lock down element thrown in, the streets of London are going to be relatively dead anyway. But I think maybe if I can throw in a small loop of Essex that avoids traffic lights every 10 meters. I’m not exactly travelling that far away from where I live. For example, in this vague definition they’ve thrown out, I don’t see doing a loop that takes me maybe 25/30 miles away from my front door as a problem. But maybe I’m just telling myself that coz it suits me...

If looking for flat, head to the river and West?

When was the last time you rode far enough to go outside the M25?

As I say this is just my understanding of it. A different page outlines the ‘Tier 4 Areas’ so I’ve interpreted the section you’ve quoted to mean you must stay within the area that you find yourself in as defined by that list. I can see why this could be argued against though as it could be assumed that someone doing a 100km ride across London and back is probably worse than someone riding 100km into the Tier 4 countryside and back in terms of coming into contact with people.

I agree with you here that you are meant to stay in your tier 4 area.
However .gov says
Travelling out of a Tier 4 area
You must stay at home and not leave your Tier 4 area, other than for legally permitted reasons such as:
to provide emergency assistance, and to avoid injury or illness,Doing exercise is avoiding illness such as obesity so seems legit

You’re right, I hadn’t realised it went as far north as all of Hertfordshire
