I think whoever drafts the guidance has no idea that there are people whose exercise involves covering significant distance, or who live close to a boundary with a different tier. Luddlet #1 and I were out the other day for a 45 mile ride that kept crossing a tier 4/ tier 2 boundary. We live close to that boundary and even a routine local shopping trip would take us over the line.
