From my understanding ‘your tier 4 area’ is where you need to stay. So if you’re in London, that covers the London Boroughs but you can’t go elsewhere. If you’re in Kent you have to stay in Kent and can’t go across to a different tier 4 area and so on
I've not seen any guidance articulated in this manner. Gov website says " Travelling within a Tier 4 area - outdoor recreation or exercise. This should be done locally wherever possible, but you can travel a short distance within your Tier 4 area to do so if necessary (for example, to access an open space)".
