Clearly if you're in Tier 4 you can't pass through lower Tier areas, but what about dipping into other Tier 4 areas during a ride? For the sake of argument, a ride out from Greenwich to Chartwell (Kent, Tier 4) and back? Is that kosher or would one have to stay within the London boroughs?
