Its just that when you've been isolating yourself pretty much for months just to be able to grab fleeting moments with your rapidly deteriorating Mum and that is taken away, its hard not to get angry at the situation.

If you've been isolating, you can get to your mum without exposure, and you distance while you're there, the risk you present (to your mum and the general public) is fairly low. You are legally allowed to visit to take care of a vulnerable person and also to visit someone at end of life. The legalities don't fit every situation well.
I know this shouldn't be about being angry about others. All people are trying to do is live their lives and pay their bills.
