In either scenario you follow Tier 3 rules.
People living in Tier 3 regions aren't supposed to leave their own Tier 3 area*. Which made sense when Tier 3 was for small areas, but I've seen nothing about how that rule should be interpreted now that half the country is in Tier 3.
